Tex to speech "Default language status Checking"

Tex to speech "Default language status Checking"

I have been trying to utilize text to speech since I was notified it was available on the most recent version. When I to to text to speech settings I cannot access speech rate or listen to an example, and the line for Default language status has the message "Checking" Is there someone that can help me ?
