Approving Photos
Is there a rule to approving photos? Obviously I wouldn't approve anything that would be outside the standards of the churh, but what about cartoon character or other images that aren't the actual member?

Good question. Trying to follow the photo policy link on the directory, and the link is broken. My Google skills fails to find it.
In fact, it appears that entire category in the help center has been wiped out.
Going from memory, it can't be a professional shot unless there's a release (copyright issues). It should represent the member, so a known cartoon character, or a photo of their pet wouldn't be right.
I know there was an app at one point to "Simpsonize" your photo. While it would represent the person - in a way - I'm not sure as it meets the spirit of what's intended.

lds tool photos
Is there a policy describing the criteria for photos that can be used for LDS tools? I have members submit pictures/memes/paintings to have as their LDS tools profile photo instead of a headshot. I assume it should be an appropriate picture of them, but I'd like an official statement saying such. Thanks.

The photo does not display trademarks or the intellectual property of others. The photo should not appear to promote products or services, nor should it display registered marks.
All individuals in the photo have given their consent to its posting. If an individual is a minor, the minor’s parent or legal guardian must grant consent.
The photo complies with Church standards. The photo does not express opinions or make political statements, and it is in compliance with Church standards, including modesty and honesty.
The photo should accurately depict the individual. The photo should not be modified to alter the individual’s appearance. It should not impersonate others, be a caricature, and so forth.
