Creating lists only accessible to leadership

I have been reviewing the unsubscribe email feature.

I have members in our ward who have unsubscribed from email from local leaders through their church account. When I attempt to send an email through LCR, it shows them as unsubscribed and doesn’t allow them to be selected as a recipient.

When I attempt to send an email through the Tools app, “Send email to list” those same members are included in the email recipients. I have only been testing this on system generated list, i.e. organizational lists such as Elders Quorum or Relief Society.

Is this a known bug in the Member Tools app? Is there any known workaround? The feature in the Member Tools app is a very useful and convenient feature.
