Is there a way to send a Text notice to all Elders or High Priests in a ward

No, not unless you send the text through a third-party texting service. Through the LDS Tools app, you can send a text to small groups of people, but most cell phone service providers have a limit of 10 recipients at a time when sending texts. This is a limitation imposed by cell phone service providers (like AT&T, Sprint, Ting, T-Mobile, etc.).
