Can’t download library app

Did you transfer the app from another device, or did you set it up from scratch as a new iPad? If it transferred from another device, have you tried a delete and reinstall? You could also try on a different Wi-Fi network (the app has to connect to the internet to install content on first launch). Another thing to check is if you have a lot of apps launching or running in the background; it may be low on available memory.
