We've had a death in our ward and the funeral is going to be in a neighboring stake. Our EQ president was trying to find the name/number of the EQ president in a ward that meets in their building to try and get help for setting up chairs. I can't see any way to look them up in LCR so I'm assuming I can't as they are in another stake, obviously, we found the bishop information from the meetinghouse locator but I figured I'd found out if I have this ability for any future issues.
Is there a way to look up leadership in neighboring stakes this on the web portal, if so what menu would look under? Or will just looking up the bishop's public contact information still be our only option in the future?

As indicated, CDOL is the best resource. It won't, however, give you the EQ president. But it will give you the bishopric, ward clerk and executive secretary and it will usually contain emails addresses. So rather than phoning the bishop you can email the clerk to get the EQ presidents contact information.
There is a link in LCR to CDOL under the Applications menu option.

An additional question on this - any solutions of what to do when you click the CDOL link and you get a 404 error? (Page not found) Do you have to be connected to a church wi-fi router to access it from LCR?

If you're trying to connect to CDOL on Sunday then the 404 error is an indication there is a server problem, or most likely, a server overload due to heavy traffic. Try again later in the week.
