A bishop in our Stake is receiving the message in the attached screenshot when trying to access the Missionary Online Recommendation System.

The Stake President asked that I assist him, I am the Stake Clerk I don't know where to go.
When I login there is no menu option to control user access from my side.

The usual starting points:
Check the MRN on his account and make sure it matches the MRN of the person who holds the calling of Bishop.
Make sure his calling is a standard position and that its been 24 hours since it was recorded. If this happens to be a new ward, it might take a little longer.
