Someone stole my Membership Record Number, which means that even if I change my phone and email, he can still change it

Someone stole my Membership Record Number, which means that even if I change my phone and email, he can still change it to another ones. What should I do? Can I change my MRN or get a new MRN?

Ask your ward or branch clerk for the phone number of the Global Service Department. I don't know whether they can issue you a new number, but if anyone can it would be the GSD.

You might also ask the clerk to verify what your MRN is just to make sure what you have is accurate.
Have you searched the Help Center? Try doing a Google search and adding "site:churchofjesuschrist.org/help" to the search criteria.

Would two-factor authentication help? I was thinking if you changed your password & phone number to the correct ones, and then enabled two-factor authentication, that would break another person's ability to access your account even if they had your MRN. If that doesn't work, then it seems an undesired limitation of 2FA.
