Transfer from Local Accounts

Are we not able to transfer from Local accounts?
We received money from Salt Lake for Communications & Public Relations. That money was put into a local account. Our stake president talked to the Agent Stake President and offered to transfer this money to his stake so that they can handle reimbursements for it, but it appears that I can't transfer from Local accounts. I can process reimbursements, though.

Same situation here. I'm a stake president and we have been the agent stake but now a new communications director for the area has been called and I don't have the ability to select the Local account to initiate a transfer. We have been able to reimburse from the account. I'm thinking that the transfer from the local account has to be initiated by someone at the area level perhaps to ensure that transfers aren't done accidentally that move funds into a different budget area that is aligned with the stake's annual allowances (since the local accounts are not a part of those allowance calculations or annual roll-overs).
