Hey all,
I am sorry if this has been presented before, but we will have a budget surplus in the YW this year and the YW President would like to save some funds for next year's FSY. We are a military unit in Japan, so FSY in a big expense for the families here, even with the assistance of the church. Is there a way to move funds (legally and ethically) from our "Budget: Young Women" to our "Income and Expense: FSY Participation" category?

In the US there isn't a "Income And Expense: FSY Participation" category. There is only a Budget:FSY category which is where the ward's/branch's portion of the FSY expense comes from. Is this what you are talking about or is the "FSY Participation" category a place where you deposit payments from families for their portion? In the US, the family portion is paid directly to the church by the families as part of the FSY registration process. But, perhaps, that is done differently in Japan.

You might discuss your situation with the stake clerk and gain his advice. If he has questions, he could counsel with the stake president.
