Sequencing thoughts in a Notebook. Can it be done in Windows?

Hello. I have a LOT of notes in the Library app from my years of study. I am using Windows. I want to prepare a talk by creating an outline using a Notebook. After I create the new Notebook and give it a name how can I "import" one, or several, of my Notes into this Notebook? Also, after importing a bunch of notes, and putting down thoughts in the Notebook, how can I arrange them in the way I want. A page of randomly organized notes / thoughts is of little value. I see videos of people doing this on Android. Can this be done on a Windows platform? TIA
